In the General Debugging Steps, step 7 includes this:

Finally, include the following information in your report:

Prepar3D version
Operating system
All add-ons installed (applications, scenery, vehicles, etc.)
Hardware (graphics card, CPU, RAM, displays, etc.)
Changes made to your system – overclocking, graphics accelerators (NVIDIA Inspector), debuggers
Changes to Prepar3D's settings or configuration files
Crash logs or error messages

With P3D default flight running can you use P3D top menu items e.g., to change views / save a flight etc?

64Bit System
Using Windows Defender with standard settings
I can save the flight and the top menus instead of the controls and general settings as the problem it is

Can you exclude P3D from Defender / virus scanners from scanning it (P3D folder and files)?

What is the full path to your installed P3D folder?

Sounds like things could have gotten messed up.
Hard to figure out what went wrong.

Have you installed P3Dv4 more than one time since you first discovered your current problem?

You previously mentioned you do not have any Add-ons installed yet, only the default P3Dv4.
So, at this point, what do you think about these possible solution steps ?

Uninstall P3Dv4
Delete your P3D custom folder
Reboot the PC
Install P3Dv4 onto your D drive in a new folder named, for example, Prepar3D v4
